Rather than as described in Big Bang theory, that everything in the universe originated in a singularity, once a mathematical idea. This idea includes the creation of all the space in existence. Space once considered to be nothing at all is now known to be virtually everything including that which we consider to be substance or material.

Even the densest of elements are no more than  .0000005% substance.

So it is more reasonable to assume that space has always existed to the same extent as exists today .

Are you not more comfortable with that as a start?  How do you create space if nowhere exists?

So we say space is woven by spin to produce all the material and energy including gravity that exists. It cannot be said that space cannot move since it obviously moves when any substance moves at all. Random movement of enormous volumes of space collide and eventually create spin.  Spin whirls space into conserving energy into one unit. This turns to a permanent unit, eternally pulling space to it. This is what we know as gravity.  Created by the trillions everywhere in the universe. Everywhere you look in the universe you see spin.

Thus gravity is a pull on space not mass. This explains the weakness of gravity, it only achieves power by greater and greater accumulation of mass.

Newton’s law is still intact but, elsewhere light is absolved from having mass since it is the space light travels that is pulled. Redshift of light observed from the distant stars is weak close by but, gains power with distance as more and more of the power of a star comes into play. The longer light travels against the spacial pull of gravity the greater the redshift observed. No need of space expansion.

Random motion of either the observer or the star will prevent exact measurement but, otherwise redshift and distance should be very precise.

If all mass is essentially empty it follows that gravity pulls space through a given mass This explains how even at the top of a skyscraper gravity still has the same power as the ground floor.
